The vice president of Venezuela, Delcy Rodriguezreceived twice Koldo Garcia in Caracas to discuss oil-related business.
Sources familiar with these meetings assure EL ESPAÑOL that the former advisor of José Luis Ábalos met on October 7, 2021 with number two of Nicolas Maduro.
The other appointment was in 2022 and Koldo García was in the salary of Manel Sallésbusinessman accused of the hydrocarbons plot.
The Central Operational Unit of the Civil Guard (UCO) delivered this Tuesday new messages found on the devices of Koldo García and Victor de Aldama to the judge of the National Court Santiago Pedraz.
The meetings between Koldo and Delcy were held behind Aldama’s back and without his intermediation. Ábalos’ former advisor was the interlocutor with the vice president of Venezuela to negotiate the export of oil.
The Civil Guard is already investigating the relationship of Koldo García and José Luis Ábalos with the Maduro regime and their business connections.
In the whatsapps Delivered by the UCO to Judge Pedraz are Koldo’s conversations with Delcy Rodríguez in October 2021 to close the visit of former advisor Ábalos to the vice president of Venezuela.
EL ESPAÑOL can confirm that The meeting finally took place in Caracas on October 7, 2021.
Koldo had met Delcy Rodríguez on January 20, 2020, when he went with Ábalos and Aldama to Barajas to meet her, given the ban on the Chavista leader from setting foot on Spanish soil.

A UCO report revealed that the President of the Government had approved Delcy’s visit to Madrid in a message he sent to Ábalos on January 17, 2020.

Sin embargo, Delcy está incluida en la lista de altos cargos del régimen venezolano sancionados por la Unión Europea, lo que le prohíbe expresamente la entrada y tránsito por el espacio Schengen.
La noche del Delcygate, Koldo estuvo hasta las 8 de la mañana junto a Aldama y la dirigente chavista en la sala VIP del aeropuerto madrileño.
Ábalos abandonó Barajas horas antes, cuando creía que la situación ya estaba solucionada, al pactar con la dirigente venezolana que cogería el siguiente vuelo comercial a Dubai.
Koldo García también fue el encargado de preparar el dispositivo de seguridad con Rafael Pérez, entonces jefe de Gabinete de Marlaska, que después pasó a ser secretario de Estado de Seguridad.
En junio de 2025, Rafael Pérez dimitió después de que EL ESPAÑOL publicara que pidió favores personales a Koldo y que él fue la persona que facilitó que el Ministerio del Interior comprara las mascarillas a la empresa de la trama.
Otra visita en 2022
Los nuevos mensajes entre Koldo y Delcy Rodríguez entregados por la UCO en la Audiencia Nacional demuestran que la mano derecha de Ábalos mantuvo una relación de confianza con la vicepresidenta de Venezuela a partir de esa fecha, que continuó al menos hasta 2022.
Delcy llamaba ‘K’ al exasesor, y por los whatsapps se sospecha que Koldo ejercía de interlocutor de otra persona, empresa u organización. “Soy Koldo […] Say thank you, I’ll be there on Thursday,” he writes.
The Chavista leader had remained in contact with Aldama after the well-known Delcygate and was attentive to the explanations that Ábalos gave in Congress and to the press about what happened.
After the meeting on October 7, 2021 in Caracas, Koldo and Delcy met again in Venezuela in 2022. On this occasion, according to sources familiar with the meetings, the man who was Ábalos’s right-hand man was on the payroll. Manel Sallés.
This businessman is accused in the National Court for being one of the leaders of Gaslowa hydrocarbons company that defrauded the Treasury of around 200 million and has links to criminal organizations such as Los Miami.
Sallés hired through his company Instalibero District to Koldo García in January 2022, after leaving the Ministry of Transport and paid him 20,000 euros during the eight months he had him on the payroll.
Sources close to Sallés deny to EL ESPAÑOL that the businessman met with Delcy Rodríguez. He does acknowledge in those around him that he traveled to Venezuela, but in 2023 for personal reasons and without the company of Koldo.
As EL ESPAÑOL published exclusively this Wednesday, Koldo asked Sallés to buy a house for Ábalos in Rivas Vaciamadrid (Madrid).
Half a year after Koldo’s meeting with the vice president of Venezuela, on March 20, 2022, Ábalos sent his advisor a link from Idealista with a house for sale in Rivas Vaciamadrid (Madrid) so that he could send it to Sallés.

The UCO investigates whether these operations are related to Koldo’s visits to Caracas to do business with the export of Venezuelan oil.
Investigators consider that the meetings between Delcy and Koldo were related to the fuel plot, which is why they have included these messages in those sent to Judge Pedraz.
Aldama and Zapatero
This Wednesday, Víctor de Aldama assured in Ana Rosa’s Program what José Luis Rodríguez Zapatero “is linked to the illegal financing of the PSOE.”
The businessman, who had already stated in the program Horizonte what He traveled with Zapatero on his private planehas once again highlighted the relationship he maintained with the former president of the Government through his contacts in Chavismo.
According to his version, Delcy Rodríguez asked him to take Zapatero on his plane from Caracas to the Dominican Republic.
He has also stressed that he has been with the former president in “several meetings held in Venezuela.”
Both Aldama and Zapatero have maintained a close friendship with both Delcy Rodríguez and her brother Jorge Rodriguezcurrent president of the National Assembly.
Regarding the involvement of the President of the Government, Pedro Sánchez, in this alleged corruption plot of Ábalos, Koldo and Santos CerdanAldama has also been concise and forceful: “I have evidence and I have presented it. The president knows everything.”
The businessman has claimed to know in detail the meetings held by Delcy Rodríguez and Koldo García in Venezuela.
“I know why he went on that trip to Caracas perfectly and I know the entire information about that meeting, but I still don’t know if I can talk about it because I have to consult it with my lawyers,” he concluded.
